Merge if cells in another tab are filled?

I am not sure what kind of function I need in order to do this...
I have 2 tabs with the same amount of columns in each. I want the columns in the first tab to merge if all the columns in the second tab are filled and then I want the info in the last tab to be put into these newly merged tabs.................
Is this possible?! I can provide an example sheet if needed.
